“Umbrella” sureties have driven a 50 % increase in financing for businesses in priority sectors in Mordovia

In the first five months of 2026, entrepreneurs in Mordovia operating in the manufacturing industry, information technology, tourism, logistics, and scientific and technical activities raised 30 million rubles in borrowed funds under “umbrella” sureties. This is 50 % higher than the figure for the same period last year, which stood at 20 million rubles.

Nationwide, small and medium‑sized businesses in priority sectors have received over 18 billion rubles since the beginning of the year using “umbrella” sureties. At the same time, every third ruble of state support in the form of sureties has been allocated specifically to these sectors. The number of recipient enterprises has more than doubled, reaching 2,700.

“Despite external restrictions and a challenging market environment, the number of small and medium‑sized business entities is steadily growing. Today, there are already 7 million entrepreneurs and more than 19 million people employed in the sector. The number of newly established companies is also growing. As of 1 May this year, it stands at 1.5 million — this is 4.2 % more than in the same period last year. The quality of the sector is also changing. Businesses are increasingly moving into manufacturing, information technology, and creative industries. And every fifth loan under umbrella sureties is now taken out by the manufacturing sector,” noted Alexander Novak, Deputy Chairman of the Government of the Russian Federation.

The largest volume of “umbrella” sureties in the country was allocated to manufacturing — 10.3 billion rubles; the transportation and storage sector — 3.2 billion rubles; information and communications — 2.5 billion rubles; scientific and technical activities — 1.6 billion rubles; and the hotel and foodservice sector — 850 million rubles.

The “umbrella” surety mechanism, launched on the instruction of the President of the Russian Federation in 2021, allows entrepreneurs to obtain loans even if they lack collateral or have insufficient collateral, with coverage of up to 50 % of the borrowed funding amount. The maximum surety amount is 1 billion rubles, and the term is up to 10 years.
